Advising governments, sovereign entities, and public financial institutions on questions of public and administrative law, including institutional governance, public mandates, and decision-making frameworks. Particular expertise in the legal architecture of export credit agencies, development finance institutions, and export-import banks – from establishment and mandate design to the structuring of oversight, accountability, and operational authority within complex public sector environments.

REGULATION

Counsel on the regulatory dimensions of officially supported export finance, international trade, and public financial institutions. Deep familiarity with the WTO Agreement on Subsidies and Countervailing Measures, the OECD Arrangement on Officially Supported Export Credits, and evolving regulatory frameworks governing climate finance, sustainability reporting, and ESG integration in public finance operations. Advisory on regulatory reform, compliance architecture, and the alignment of institutional mandates with international standards.

BANKING AND FINANCE

Legal and strategic advisory on export credit, development finance, and sovereign-backed lending structures. Extensive experience with the institutional, contractual, and policy dimensions of funded and unfunded public finance transactions, including project finance, buyer and supplier credit, and guarantee instruments. Advising multilateral development banks, bilateral finance institutions, and government agencies on institutional structuring, risk allocation, and the legal frameworks underpinning cross-border public finance operations.
